Tujenge Pamoja Health Services Access Initiative

Health, Insurance and Service Navigation for Children with Disabilities

Green Panther and partners are supporting an applied research and service-mapping initiative focused on improving access to affordable health insurance, healthcare services, rehabilitation providers, and referral pathways for children with disabilities and their families. While the initial deliverables will focus on Bagamoyo, most of the information will be relevant to families in Dar es Salaam and even nationally concerning health insurance.

The initiative responds to a practical challenge faced by many families: health insurance options, government announcements, referral pathways, specialist services, and covered benefits are often unknown, difficult to understand, and hard to navigate. Families may face barriers related to awareness of options, cost, transportation, documentation, caregiver time, medicine availability, service location, stigma and limited access to specialists. This work aims to translate policy and evidence into practical tools that families, schools, caseworkers, community partners and service providers can use.

Lisa Scwarz, project lead of Tujenge Pamoja, is working with pro bono consultant, Josephine Mungurere-Baker, principal advisor of health access, research and impact to deliver this project in 2026.

Josephine Mungurere-Baker | Principal Advisor Health Access, Research and Impact

Josephine Mungurere-Baker is a senior global health and international development advisor with more than 20 years of experience in monitoring and evaluation, program quality, data systems, digital health, and health-systems strengthening across Africa, Asia, and the United States. Born and raised in Tanzania and based in the United States, she brings deep experience working across policy, implementation, donor, government, and community settings.

As Principal Advisor to Green Panther’s Health Access, Insurance and Disability Support Research Initiative, Josephine supports applied research and strategy to improve access to affordable health insurance, healthcare services, rehabilitation providers, and referral pathways for children with special abilities and their families in Bagamoyo and Dar es Salaam. Her work focuses on turning policy and evidence into practical tools that families, caseworkers, schools, and community partners can use.

Lisa Schwarz | Project Lead Tujenge Pamoja

Lisa is a communications and project management specialist with 20+ years of experience across Africa, Europe, and North America. Working at the intersection of renewable energy, socioeconomic development, and the social sector, she is skilled in strategic communications, project design and implementation, stakeholder, funder and multiplier relations, and cross-cultural team coordination. Lisa is a project lead at Tujenge, a nonprofit collective based in Tanzania, Germany, and Canada that supports people with diverse abilities and develops intercultural projects to promote acceptance across continents.
